Was bored and found MNB's thread which highlighted some 10 year old Russian kid playing RA2. The interesting part was, the game was translated and had a different announcer voice.
I took it upon myself to find that game, and some quick Google searching later I found it.
In the download are the sound and UI folders. AFAIK that's all that was changed between the two games.

You'll be able to boot the game and see the menus and stuff, but the game will crash if you try to start a fight or enter the botlab.
