Well, it's possible that the producers helped them cover it up to the judges and what not somehow.
I mean when you think about it, not a single proper spinner won the championship before typhoon.
Yes, I know tornado technically was a spinner, but it's ramming and pushing power was the thing that made it competitive, plus it needed to use a stupid frame in order to beat a far superior bot.

Spinners seemed to be always the bridesmaid never the bride, hypno-disk,pussycat, disk-o-inferno and ofcourse my favourite spinner 13 black were all worthy bots that could have easily been champions but for whatever reason didn't get too.

I think it's possible that the producers desperately wanted a proper spinner champion, perhaps to encourage more spinner designs (especially shell or full body spinners, something that was a lot more popular in the u.s but, IIRC, not so common in the u.k RW)

They were probabley trying to encourage more damaging weapons (like spinners) because flippers really didnt do any damage you could see.

Storm II was a rammer, so it focussed more on internal than external damage, shaking loss vital components via energy transferral.
