I don't understand the hatred of Tornado for doing it. I've done it as well. I have a anti crusher web. I have anti sawbot web.

There is no controversy. Nothing in any rules prohibits or prohibited the use of such a interchangable armor. Its no different than Wedge of Doom switching wedges for a match or Sewer Snake running with or without wedgelets. I don't ever read anything where people are complaining or saying anything about them.

Im ok with the Tornado web but I don't think it should have won... pushing around a robot for 2 minutes isnt anything compared to Razer disabling the blade and ripping the blade motor out from its mounts..

at least that was the reasoning with Typhoon 2 and Storm 2... Storm 2 pushed it around the arena to more effect then Tornado but lost due to one piece of armor coming off.. so why didn't Razer win the same way?

And the worst thing in that battle, was that Storm II was actually doing internal damage up to the point where Typhoon 2 drove itself into the wall- half its drive was gone. And then, during the interval, Mentorn let the Typhoon team repair the robot and didn't tell the judges.
