I read a review on it, and the only bad thing that I saw mentioned was that there was too much to do... and that apparently about 8 hours of the game amounts to tutorials because of all of the different minigames you can do (although, based on experience with Saints Row 2, I don't think that the tutorial will interfere with the gameplay that much).
Didn't notice that. WAY too comedic for me.

So you can customize vehicles in this game?
Not shopped, that is a direct screenshot taken with Steam. And that tank is something you unlock after the mission Deckers.die... And yes, you can tune cards and such. Make them prettier, faster, sturdier, give them spikes that come out of the wheels when driving, give nitro (always infinite uses).
