I tried opening a fresh menu_panel.tga file straight from DSL 2.1, I saved it as a 24 bit file, and it didn't work?
I tried the same with a 32 bit file and it didn't work either

Also, the file I have in my game is called menu-panel, not menu_panel. Does that change anything?
