From the videos it seems to be exactly the same as the RA2 Tournament Arena but without the hazards.

And to answer the question, yes. I've beaten Five opponents that way in Rep Wars so far. Just in case you're wondering, they were in order-

First time I've mentioned it in about a year, actually- just used the OOTAs as an explanation as to the capabilities of the RW arena.
