you appear to have put loads of thought into this.. thats a good sign looks much better then some of the tournaments we have allowed to scrap through in the past.
I suggest starting smaller though, something much easier to manage, once you pull it off you will gain a big step up in experience and respect then progress to larger size tournaments.
also the "DragRacingNut" side of me is liking the Classes "Pro Stock" "Modified" and "Super Modified" lol

LOL I just gave Doomkiller a physics lesson over IM about how its just as good
with acceleration (which is what matters with general size arenas) smaller wheels have less surface area to travel so they move faster then larger wheels.
so it would bee a weight reduction regardless...
if he wants more speed add hypnos on,
if he wants roughly the same speed (maybe a tad slower) but better HP for the motors use the normal/ hypno combo,

MOAR POWER  is your troubles I think... overloading burst motors with juice makes them a lot more powerful, damage calculations in RA2 is based on weapon speed

turn speed isnt so much the issue compared to turn circle as this very crappy paint drawing depicts, the red circle is your turning circle  you can see how the will cause some problems with your skirts, under an AI situation it could get stuck against walls or become easily flanked just something to think of

this brings forth a small side project I was tinkering with... http://Backlash.robotarena.infobut for the reason Trov just mentioned Separating the community between multiple forums reduces its overall strength.
I chose not to use it (but had some fun building the theme from scratch) Backlash is and will be much stronger within GTM, it can be seen on other users forums on this website, Gazea's forum is one (no offense) but you can see how little the community moves over so pulling it apart would really reduce the size big time (plus I wuv GTM  )

hmm just a crazy thought.. what if you were to attach the drive like Sage's CC3 entry ? would make a cool look and greatly improve your turning but would be a bit more exposed... still cool looking
