Actually, a rainbow is created when sunlight is refracted through rain. Though you have to be facing away from the sun, or you can't see it.
Indeed. No rain equals no refraction of sunlight, which in turn leads to no rainbows. As such, the Rainbows produced by a Rainboom would have to be artificial, not created through means of rain, so if it's a rainbow not produced through sunlight refracting through rain, I cannot consider it a Rainboom without any rain.
So in conclusion, Sonic Booms are more meaningful than Rainbooms, so I think, therefore I am.

Its a show about talking ponies. Your argument is invalid. Plus, the raindrops make as much sense as a prism, as shining light through it will also create a rainbow. So pretty much all you need is a source to 'break' the light, and there you go. Also, methinks ACAMS is delaying the BOTM winner.
