Okay, I'll hit up some of the basics :)

1) Chassis is huge. Fit the chassis around the components, if you know what I mean. You'll save a whole lot of weight.
2) Batteries - said this one already, won't re-cover it.
3) If it's swerving, this is probably due to the mass balance when you attach the wheels (yeah, RA2 doesn't work it out on the fly, it only takes into consideration the balance when your wheels are attached) so putting them in first to avoid swerving is always a plus.
4) Unpowered wheels are a complete waste and add nothing to your bot. Sorry :P
5) Maybe consider trying out NPC fasts as drive? In DSL there are distinct drive motors and weapon motors - regular E-Teks are weapon motors and not good for drive. NPC's are the most used drive motor, and for good reason. Check them out, you may find 4 NPC Fasts does more than enough for you.

A combination of those improvements should in theory give you a nice controllable bot with some weight to spare. And you know where weight to spare goes? More weapons! :P 8 Hypno teeth is pretty low for a HW so definitely add a bunch more weaponry if you can :)

Yeah take everything Avalanche says with a pinch of salt. He's still yet to prove his own building ability despite being here for ~5 years.

Really the overview is make everything as efficient as you can. Invertability weighs less than a srimech, static blades weigh less than swingy ones (even if you put the snappers at the front you'd use less weight on extenders), small chassis weighs less, and you need less batteries because less snappers. In all this means... more weapons! :) You definitely need a lot more on there, I'd doubt 6 blade things would be sufficient on a LW, let alone a HW.
Good luck in your improvements, hope the majority of people here are giving you sound advice. :)

4 people on 1 bot so to meet the 8 entrant requirements you need 4x8=32 people.
You wouldn't police it full stop, you flat out can't.
Also just make this a 2-person team thing or something and let the teams decide how they split things between them. The builder has 999999x more work than anyone else with a bot so heavy. If you want the 4-person teams, go HW I'd say.

- the A.I guy- he would A.I the robot as best he can so that is is a total beast in the arena and will slam the opposition. must be made from scratch to even out the workload in the team.

Also you're reading the entry level rules badly (or I wrote them badly). You're allowed up to 16 robots in the tournament, and you have to have at least 8. So that would suggest you need at least 32 people to sign up to make 8 bots on a 4-person team format.
