What version of the GTX 770 do you have? I have played this with a Gigabyte Windforce 3X 770 back in 2014 and never encountered any major issues.

Try fiddling with whatever settings in the nvidia control panel. Maybe forcing vsync on/off for RA2 would help, idk. Is it just not launching or what is exactly going on

What's exaclty not working?
I'd make sure that it's not just that copy of RA2(redownload RA2 from here and check if it's having problems), also setting compatibility mode to win 2k does reduce the crashing, there will be almost none except in DSL(where match crashes still happen once in a while).
