to edit RA2 so the scratches, dings, cuts, ect. That come up in gameplay look diferent? like blood instead of scratches, smiley faces instead of dings, ect?

Yes. They are in .tga format though, not .bmp.

they are all in Arenas\decals

you need a targa format editor, Gimp (which isnt to good but I guess you looking for free) or Photoshop

I also use Fireworks and a Batch File Converter to change the format from Transparent PNG to TGA

Or yu can use paint.net. It does TGA and transparent TGAs too, without needing to convert it :P
