It could be. RA2 was obviously not meant for Windows 7.
thats silly Infogames should have designed this low budget, unfinished product to suit computers 10 years in the future :P
Infogrames didn't design it, they just published it. You can blame Gabriel Entertainment for that (I think). :P
However on a more serious note, RA2 is programmed in a really odd way. It's one of the most volatile games I've ever played as far as crashing goes. It also takes control of your mouse and keyboard in a way different to that of other games (I'm not as tech savvy so I'm having a hard time explaining), not to mention a bunch of other little quirks.

It does work fine (or as well as it would anywhere else) on my Windows 7 machine, so I don't think the OS is a problem.
