Hey guys, how do i go about removing this thingy from the game screen?

That's not RA2, it's another software.

Its RA2. I just recently put it on my win7. here's the whole screen. tried taking it out, and putting it back, but it still comes up after a moment or two

That is an overlay created and added by some other application. RA2 does not have anything like that built in to it.

I imagine it's some form of game management (eg Origin), game boosting or screen recording software adding an overlay.

Ah, thanks trov. think i found out what was causing it. a program called raptr, a secondary program that came with a recent update on my graphics card
played around a few minutes, and havent see it come back up yet
