Tornado had 4 fixed spikes on the corners (I think they kept them throughout all their appearances), and a pneumatic spike in Series 4, before the interchangeable weaponry came along. If you want a flat-fronted Rammer, think of Robot The Bruce from way back in Series 1, and to a lesser extent Storm II.

Having a flat pushing surface makes more sense than having an uneven one. A flat surface offers less for a spinner to "bite" into and flat surfaces are essayer to make vs a wall of spikes
