I guess it can be, but the good ones have spike strips or razor tips that fire up and rip the bottoms of enemy bots.

Yes this can be a popup.

Well, you can define a popup as a wedgy bot that has short weapons on burst motors designed to attack the bottom plate of the bot : you get under the bot, and you fire your weapons.
