So today i looked at my profile and under my name said "Karma Change". So i clicked on it and at the top it had Vertigo and then it said GarvintheGreat 1+/1- is that good and what does it mean.

Wrong section its meant to either be in chatterbox or forum feedback.

No, if you look in his profile he was down rated.
Karma is like rep.
If you do something good, you get repped up.
If you acted like a noob you get repped down.
You need 100 posts to give rep btw.

+1/-1 means that you've received one positive rep and one negative. That gives you a net karma of 0. So your reputation is currently 0.

Statistically speaking rep/karma function is used mostly for trolling/attention whoring.

So It just means you are getting trolled by someone who's REALLY bored.

Are you accepting appeals for karma raters? I'm cool with not being one, but I'm not going to lie, it is a power I'd like to have, and I notice that other advanced users and the Roboteers have it, so I was just wondering.
