Structurally they are very similar, but they differ in their goals. A true popup aims to DAMAGE first and destroy it's opponent, and a weaponed flipper aims to FLIP first and OOTA/immobilize his opponent. The damage done by a weaponed flipper is just a plus for trying to get more points and generally isn't going to get rid of your opponent.

AKA: True popups spam razors (most of the time), and weaponed flippers have stronger flipper motors, but less damaging weapons.

It is quite clearly a side hammer, and a bad one at that. Or a sidewards burst-using clamp.

But it doesn't break the rules, so it is fine.
