Plus, I doubt the staff could keep track of around 200 members in that scenario. If you can prove yourself to be reasonable and unbiased in certain situations, then you might be given the privilege of changing rep, or the new members board. Possibly a trial period, given to the normal users and not the known noobs and maybe then given to the noobs. Anyone who misuses it (keeps dis/liking one person, goes trigger happy) gets it taken away temporarily or permenentaly on multiple offenses. When everyone could change rep, it ended up in a complete mess, and it's kind of the same situation as the New Members Welcome board at the minute.
