I reckon what we could do is have something like a draft system. The teams could be organised as they would like to be, and then each team leader can choose one member from each of the other three teams to join their team. Leaders could be excluded from this, but I reckon it could make it a little bit fairer.
Or you could have 4 team captains and then have everybody else in a giant draft pool and let them pick. For the captains, pick one from each team, So team 2 would go first, then team 4tw, then team 3, and finally NNQEC.
