You are extracting the files from the .rar to the game folder and overwriting all, right?
I extract them, delete the stock files replace them with the dsl3 beta, I got on fine the first time went to play a match but then crashed and every time after that I start it up and it crashes
You don't need to manually delete the stock files. All you have to do is make sure the files for DSL3 overwrite the stock files. Some of the stock files will remain because they will still be used. Edit: Damnit, Craaig.

Thinking about implementing a minimum weapon motor so as to restrict back jugglers and wall-of-weapon FS, I imagine the minimum will be a Perm 45, so I'd be allowing only perms, dual perms, eteks and 2/4/6 mags as weapon motors. Geared Betas are of course allowed on hammers.
