I'm afraid I voted No as well. Same reasons as Tyler and Joe, really. There's no doubting that you're a very skilled programmer and such, but I don't think you've had the same kind of experience with RA2 as guys like Serge and Trovaner have. In time, you definitely will get that title, but I think you might be going for it a touch too early at the moment.

If the robot does not use wheels or weapons as a means of propulsion, then it is a walker. If it uses weapons, then it is a crawler, and thus is ineligible for a weight bonus. I will be sending mine as soon as the internet decides to work properly. There's a Chevron sponsor decal on the back. (Search it, it's an oil company.  )

That looks pretty cool. =] I think the wheelguards look a little bit wide, though, I'd try to bring them in a bit. I'm not sure if a walking robot is allowed to use weapons as a means of locomotion, though.
