I think having the original Mega Man as a playable character would be a good option. As far as third-party characters in SSB go, he's one of the better choices- a variety of potential moves, a long history with Nintendo and its systems, and has been around for a long while, to boot.

The "Wobulator" sounds like basic physics of the shell keeping it stable. All shell spinners and cage spinners exert this force.
Perhaps- to tell you the truth, that's all I know of the internals, other than that it's four-wheel drive, and that the spinner is driven by a petrol motor. Thus, I'm not so certain about it being as "Technologically-advanced" as some make it out to be.

I believe he's referring to the robot's internal "Wobulator" device, which allowed it to keep its balance properly when spinning at maximum speed. Apparently, it's a closely-guarded secret amongst the division of the RAF that built the robot.

A phenomenon I call "The S_M Curse"- in which in every recent tournament I've entered (TTT, RW2 and BTTB4), you always seem to eliminate me :P
It's cos I'm such a tournament pro. I've won quite a few now.
Pity I couldn't get my revenge in RW3 >:D
I know, I really shouldn't have lost in round2 ( I was going to win but flipped myself over to spite you)
