I've never been too terrified by them, they are a very good concept IMO.
I never knew there was a number 4, until they started to advertise for #5. I'm rather annoyed that they called #4 "The Final Destination", and for that matter ruined the entire thing by trying to do 3D effects too often.
I hope #5 is better then the oatmeal they pulled in #4

Image boards have the answer there. You set a time limit of how long a person needs to wait to protest, adjustable on a case by case basis. If they can't protest, set the protest time to the length of the ban.

I hate blocking, I almost never use a block button in any game.
Same here, essentially, in 98% of the cases, it's more efficient for me to keep swinging, the block slows me down, and sometimes doesn't even work. Scythes aren't weapons. Seriously, how the hell can you even slice your opponent decently with a scythe ? It's huge, slow, impractical, easy to parry... hell when you point a scythe at someone the edged part actually is aimed at you !
Also, it's made to cut minuscule twigs of vegetable matter, not human flesh.
Exactly why they are the only weapon that has been cut from my game. I couldn't figure out a practical combat use for them, so I left them out. That doesn't stop me from feeling like they are pretty cool, even if impractical.
