That's one long abstract (my abstracts are about half that length). o_O
And I think they had a tenured writer or a teacher do some minor editing (with 25 co-authors, errors should be practically non-existent). It also looks unusually professional for a paper without much jargon.
If only our teachers were that enthusiastic. >.<

Not necessarily. 2WD popups can still beat a majority of stock bots when well-wedged and well-protected. more irons
And most definitely not. Its bursts are already firing at a slow rate due to the weight of the irons. Making it slower means making it harder to KO opponents. The irons should be swapped for razors.

Viral Sweep's so much lollage.
For me, it's a toss-up between GEC and Raze, but I had to vote for GEC due to its cleaner splash.
Quickshift and Viral Sweep are fully of sugary sweetness and candy explosions. Me likey.

You gotta start somewhere. I learned to build better by cloning SC bots. Trojan Horse was an Ultimate Spammer semi-clone. Building originally without a solid foundation of RA2 knowledge gives you lackluster-performing bots. If RedAce were a tenured builder like Sage and started to build clones, then you can feel underwhelmed by the result. RedAce is a newbie, and you should respect his style since his bots are eons better than yours even when he started later than you.

Sypher, every bot can be improved in some way, shape or form.
And improving an aspect means sacrificing another, especially when your bot's extremely optimized. Ancient Leviathan's building approach is to have a slow but terribly hulky stance. If you want to make it faster and give it less weapons, give your bot another name.

If you want to rebuild, you want to make it as better as possible without changing too much parts. Which is why Alien Queen still has the dual VS bursted by a servo even if that's unstable, and also why Vortex CE still has that tall overcutting stance even if it's terribly vulnerable.
