Also, they also removed the truck splitters and are running much different spring packages.
That's still not a lot of difference, really. I think it was JD that had family that raced asphalt modifieds. Well he may be able to tell you that a chassis for a dirt modified and a chassis for an asphalt modified are two completely different animals. I think it would be safe to say that these differences would apply for an asphalt truck and a dirt truck as well.

What I can't believe is they are using the asphalt trucks with different tires and tweaking the setup.

I wouldn't say they are, but it's the truth. It's basically because there would be idiots get on them and try to go as fast as they could and then make a turn. They have a high center of gravity, so yo can imagine what happens at that point...
