I have heard of issues with some processors being too good for certain older or less intensive games and causing lag, but never with RA2.
It could also be a graphics card issue. I recall some ATI cards not wanting to run RA2 well. There have also been a few certain nVidia cards that cause graphical glitches galore, I believe.
Do you know what graphics card your laptop uses?

Also the resolution is being weird... I always have massive black bars at both sides of the screen when playing fullscreen, I've tried all resolutions but none get rid of the problem. Any help? Thanks again :)
RA2 doesn't support 16:9 aspect ratio. So if you have a widescreen monitor, just run it windowed.
