Perhaps it's overstringent parental controls, if it's only for one user. Try checking to see what is being blocked, and unblock IE if it is being.

Looks like an extremely nice build, though. Still has those overlapping angled skirts, I still can't get my head round how they would be better than unoverlapping ones. Would straight ones give you weight for more efficient armour?

You could make the gap between the front wedges wider, the SnapperII's could be positioned with the axle fully out of the chassis. That would probably give you the weight for DSA, and the wedge extenders are exposed enough to be taken off anyway.

I'm assuming you have reasonable proof for this. There's just not much going on right now. Tournaments are progressing slowly, people have other priorities, but as long as there's still people playing the game, there will still be a community.

Popup is a good build. You could move the blacks back between the motors, and lose the slightly pointless spike strip on the front, that might give you the space and weight for some extra weaponry, and maybe another battery to give maximum power.
VS looks not too bad, if a little bit messy with extender work for my liking. Casters are a good touch, though, and you could use the eFFe glitch to get the weapons on so they hit at the same time, and you can use the weight for some more weaponry there. Angle connectors aren't the best due to their weight, so attaching the stabilisers to the side AP of a 20cm extender would net you a few extra kg to help. Shrinking the chassis, and swapping to the lighter Shiny Hub wheels would also give you some more weight to play with.

If you got to the selecting a bot stage, it would be due to missing components between the bot and the game. But it sounds like the entire folder might be missing to me. Either there's no Robot Designs folder, or it's empty.

One wedge saves weight for other things, such as weaponry or defenses. Two wedges gives wider coverage, and more chance of getting under the opponent. So it sort of depends on what you want to focus on for your popup.
