Windows 7 Ultimate x64 RTM here. Nvidia 8500 graphics, Core 2 Duo processor.
RA2 works fine, both windowed and full-screen. 3dsmax 2010 crashes at startup, but it's probably because I'm running RTM (release-to-manufacturing, not the final version that is now out) or my dll chain is corrupted (it crashes on executing ntdll.dll for some reason). 1626

Err... Just use VLC to play it, or just play the DVD with it. VLC doesn't require any separate codecs, since it has them all built-in. It will also let you rip streaming music from the web, play flv files, watch DVDs of different region numbers and much, much more. it's free and it's open-source.

I have heard Vegas is pretty good, I recommend Adobe After Effects for video composition and Adobe Premiere for non-linear video editing.
And if you just need to combine a few pieces of material, you can use VirtualDub :P. 1635

I think it shouldn't really be on the game itself, but about what some clever and talented people can manage to do with it. There was a RA2 trailer somewhere with a box-shaped robot fighting like crap on the bridge of doom arena. Afterwards show the footage of your average GTM stock battle. Show how game mechanics can be exploited and glitched, and what stuff can be created when hackers come into the scene. Showing Starcore is a must.
People won't care about a video game - they might care about how something can be used for something it was never designed to. Caster armor, Trinity Project, eFFe glitch, etc. 1638
