You might want to change the specifications to "All bots must have at least two wheels", a) because the current rules allow a zero-wheeled HS, and b) because someone might enter a one-wheeled bot that isn't a HS/VS. Also does this count as having two wheels?

Because if it doesn't it'll have to be "All bots must have at least 2 wheels on powered axles".
I'm saying all this now because if the tournament does get accepted later I'll probably forget. :P
