General Support / Need help with getting multiplayer to work...

Alright, i guess i should start by stating the problem;
I and my brother want to play Robot Arena Two on multiplayer through our home network/LAN here offline. But every time i try to get it to work, it simply never loads or freezes all together. It will also tell me that it's "Connecting to server: ##", it counts down from 10. When it hits zero nothing happens. The connecting to server part doesn't happen every time, usually it just never loads or freezes. I really need some helpful ideas as to what's going on, as i've had this game for roughly almost 4 years now. And my brother's FINALLY taking interest in it. He wants to play with me on a game that's fun, and i know that once we get passed this issue he'll really enjoy the game.
I have two versions of Robot Arena Two on my desktop and his laptop that i wanna get to run for multiplayer:
The first: Robot Arena Two V1.4; DSL Total Conversion V2.1.
The second: Robot Arena Two V1.4. Stock without any other modifications other then the patches.
Both have been modified from the original CD version of the game, as i have it's original vanilla CD-Rom.
Other information that might be useful might be what computers are running and a list of hardware we're using, so here you go:
My computer: Windows 8.1 Acer desktop.(And the most powerful computer i have ever owned. Last desktop i used was 10 years old and died. Lol.)
My brother's computer: Windows 8.1 HP laptop, AMD based processor.(Second most powerful computer i have ever owned. And i gave it to my brother for reasons to long to put down here.)
A Belkin G54/N150 Wi-Fi N router, and the proper cables(All works.) to hook everything up.
I've already checked to make sure it's on the LAN setting before attempting to run the multiplayer. AND checked the RA2 configuration file(Thanks to Craaig and 090901 for the suggestions that those may be the issue. It may not have resolved it but at least it ruled them out as the issue, which is useful. ^_^)and neither worked.
Well that's all the information i have on this topic. I hope someone here who reads this can help me out with this. As me and my brother really wanna fight each other's bots against each other over multiplayer on our own rigs conveniently.
