Maybe because it's hard to use all the weight available, and use it well. What I do is plan out the setup and everything, add up all the component weights, and see if I have a reasonable amount of weight left over for the chassis. Then it's time to try and put it into action. =) It works rather well most of the time.

lol only when you have no decent amount of experience in RA2 building you don't finish your bot next to the weight limit, or when it's UHW and you have no damn idea what to do. The weight limit comes to an obstacle to me, and not something you must reach.

I just build a chassis and see what I can do with it. If its a tiny chassis it could become any weightclass xD

That works in DSL, less so in Stock. Planning helps a of a lot, I've found, just so you don't waste time finding out something doesn't fit here, or if it takes you over the weight limit.

I only ever recall planning out Dark Void on paper first.
If I planned all my bot, I would be INVINCIBLE.
