It's just ugly. Too many colours, too many styles, not consistent enough, blurry / pixelated icons, ugly rocketdock theme. Wall of text on the bottom, completely not-fitting font. Lack of a consistent icon theme.

I think it's that none of the things fit together. The bar at the top looks like it's been pasted there from something else.

Also, since Windows is still 20 years back and doesn't support virtual desktops (and I have the bad habit of making full use of all my RAM by running everything at once), it's not like I ever see my wallpaper:
