Nukes wouldn't quite cause enough damage, conventional bombing would be more destructive, or even incendiary bombing which is quite good at wiping populations as shown by cities such as Dresden

Better if they fail everyone in their immediate family gets executed unless they agree to hang, draw and quarter the failure and eat his/her body.
