It's called a drop, it's when the bass kicks in, I don't know if their is a more specific term for it.

From wikipedia "In Dubstep (http://en.wikipedia.org/wiki/Dubstep), the drop involves a full bass line and commonly a "wobble" bass or "vowel" bass accompanied by a strong shuffling beat."
