No, people have got over 50%. It's just debatable whether some of those people should be the first all time GTM hall of fame members. There will be a system involving what I've been given being used as nominations and then a more formal and more closed vote on just those nominated.

Based on this, I'm just wondering if it's because a lot of current member aren't actually aware of the early days of GTM.

I know for a fact that having given some retrospective thought, I didn't vote for a good 4 or 5 members who are probably more deserving that the ones I voted for.

I guess it may work in this way, but I'm of the opinion there are names that should go in almost by default, regardless of whether people have voted for them, or newer members have heard of them.

Maybe we should do Historic Hall of Fame and Modern Hall of Fame. Members that have been here since 2007 are Eligible to the Historic Hall, any who came afterwards for Modern.
