i see there are new extender colors and all sorts of other nifty sh** now as im browsing the showcases around here. i don't remember any of these being around when i last had a computer a few months ago. is 2.2 the most widely used current version right now? is this what i want to be playing if i want to enter a tournament of some sort? what add-ons are allowed and what would you consider necessary to be completely 'with the times' as it is as far as robot arena 2 is concerned?

All you really need is DSL 2.2 and DSC's IRL packs to be "up to date" if you wanna do IRL building. Maybe throw Badnik's disc cover pack and Mr AS's DSL rebalance in there too, even though the former hasn't been used in a tournament as yet AFAIK and the latter has only been used a couple of times but is picking up steam.

I would also recommend using sergepatcher; this allows you to build beyond the rule of 7, as well as allowing components to intersect, and to attach stuff where it normally shouldn't fit. These options are all toggleable.

Basically the rebalance patch fixes the ****ups Click made in balancing, such as having heavier weapons be god-tier and weapons with normals being god-tier. It's generally a good idea just to slap it on.

The rebalance patch is just as bad as Click's balancing considering it still uses a blanket formula for balancing.

The rebalance patch mends a large majority of DSL 2.2's balancing issues. If you want to go through each individual component and balance it by size, number of APs, etc, go right ahead.
