In short: Not an official one (Gabriel's .dlu plugin), but there is an unofficial (a MaxScript). A tutorial on how to export is on the Wiki.

I have discovered that Max 2009 can load the script, but when i try to export the model, it says like this:

-- Runtime error: FileStream cannot create: c:\test.txt:vista:

And, when i downloaded the script, it was an .txt file, but in RA2 wiki's tutorial
its file extension is .ms.

What have i done wrong?

You're doing everything OK.
Do you have a hard drive with the letter C: ? Do you have write access to it? (eg. are you running the script on an administrator account, or on a limited account?)

Yes, i have drive C: on my computer and i'm administrator. So...?

THsi is strange,. Try create a file called test.txt on your C:/ drive, and try again.
