Mouse Problem

Whenever I have a low mouse sensitivity, my computer completely ignore it makes it a high sensitivity when I open RA2.
 
It's a gamebreaking glitch to me.

What kind of mouse are you using and does it use the built-in drivers or did you have to download them online?
