Just a shot in the dark, but I adjusted my resolution one time, and it make the buttons not work.

try uninstalling all of them from latest to earliest and check if ra2 works after each uninstallation, make sure to restart your computer if told to

Security updates too? Because I uninstalled every normal update and hotfix from last night to January 2011 and the game still doesn't work, even though it worked last january (every update before then says it can't be uninstalled)
