but i live in germany everytime when i want to buy comes this :

no you dont have to pay just download and extract them with winrar or 7zip

Nope. Works normally in Windows 7.

keep it out of program files, preferably in a folder on the desktop

Nah, nothing extra needed to play it on Windows 7.
