Best way I can explain Hamachi is that, one of you makes a server, and everyone joins that server.
Then, effectively, you have a 'LAN Connection', and you can make games on RA2 over that.
As long as whoever's playing has hamachi online, the connection will be there.

Explaining further:
1. You make a server on Hamachi and give server name and password to your freinds.
2. You start game and make a new server there and check LAN.
3. Others connect using LAN.

In other words, Hamachi creates a LAN network over the internet.

Yes it is.
And with the lag... why do you think most people don't play online? :P
It's totally unavoidable, sorry.
Best thing to do is be the host - you don't get as much lag - but then your opponent does. Kinda unfair :P

We do it by AI. As in other people send their bots to the host, who makes them computer controlled and then records matches and uploads them for others to see.
