I was wondering if there was a way to change the graphic settings of the game without going onto the game

Yes, you need to edit ra2.cfg (you can open it with notepad). IIRC you're looking for

GraphicDetail
GraphicEffects
GraphicMessages

for video quality and

FSDisplayWidth
FSDisplayHeight
FS3DDisplayWidth
FS3DDisplayHeight

for resolution.
