It doesn't look that unbalanced to me. Although that might only be because there's one R2 class car. Let's see how the Mexico rally goes, then I'll see how things pan out.

I made some testings in Mexico... R2 car lost 5 seconds to R3 car.

And There are actually 3 R2 cars.

- Citroen C2 R2
- Ford Fiesta R2
- Lada Kalina R2

Also There is official WRC R2 Class called WRC Academy, all the drivers use Fiesta, but It would be good if there are more cars than only 1.

R3 cars are classified in WRC, to PWRC cars, and S1600 got cancelled in 2010, and WRC Academy took it's place.

Is the 5-second deficit across all tracks? It could just be aspects of the Mexico course that favour the R3 and S1600 over the R2.

5 Seconds in Mexico, 2-3 seconds in other stages... (Average Speed in mexico = over 120km/h)

Since there's only three R2 cars in the FWD class, what would happen if we just dropped them into a different class? Or got rid of them? There's plenty of other choice.

Maybe you could put them in similar R3 or S1600 cars to the ones they normally drive. That should work.

How you make Alarm Clock Pizza is:
Step 1: You buy an alarm clock from the store, and then you have to break it and put it in the sauce.
Step 2: Fold the sauce in 5 slices and put it in the dough.
Step 3: Paint the eggs with a pitcher of a clock showing what time you want to wake up and eat pizza for breakfast.
Step 4: Put the eggs in the dough.
Step 5: Make it flat into a round shape and draw the time you want on it.
Step 6: Put some old steel to prevent other peple from stealing it.
Step 7: Make it flat and cut into 60 slices 1 for each minute in 1 our.
Step 8: Put in the oven set the timer to 30048813.2884 seconds and put the temperature on 'Volcano' setting.
Step 9: If you think it is take to long, then get yor alarm clock and set it to now so that it will ring and you can take it out.

Well this is interesting.

I made tests in Humalamäki, and the times are:

R2
Split1: 0:38.03
Split2: 1:14.24
Finish: 2:06.07

R3
Split1: 0:36.53
Split2: 1:11.37
Finish: 2:05.64

S1600
Split1: 0.38.42
Split2: 1.14.36
Finish: 2:06.02

The times are very similar... I guess I overreacted. Let's keep all the FWD cars in the same class. ;)
