I am not sure if there's a damage difference between rather the razor is spinning and rather it is stationary. Or at least I can't tell during previous field tests. If I have to guess the game simply doesn't put rotation into part of the damage equation.

I would place the stationary Razor below the spinning one, that way they should be able to hit at the same time.

If you're totally lazy, you can use metal hinge wedges. If you're short on weight, skirts can do. But if you have OCD, you can use snappers. But make sure the weight distribution is good.
