Went through and checked the list. I made a rough list of fixes:

-Yoda, RC Raith, Garvin, 70 CUDA, Russian Roulette, Classicus, Geice, Bubbleman, TRiaS, Hercules, Serge, Venko and Freeziez I would list as inactive.

-R0B0SH4RK, Lloop D lloop, Scorpion (kinda), and Deinemutter7 aren't inactive anymore.

-Sparkey98/Jamin is banned.

-Helloface is from Canada.

-S.H.E.I.L.D. is from Malaysia.

-NoiseyGiraffe is from Scotland

-Havik K12 and Camaro Kid are from the US, I'm pretty sure.

-Playzooki is either from the UK (what he said on ARC) or from Tokelau, New Zealand based on his website domain (http://playzooki.tk/)

-You'll have to ask Lemonism, rnifnuf, and Schrikvis where they're from.

-I'd personally remove -Xile-, T_Koistinen, and TzunZi from list.
