Type in "cheatbot2" in place of your bots name in the HQ, then go to components. You should have all the hidden "cheat" parts at your disposal. Including the Snapper 2 motor

NO, that only unhides the cheat components!
You need to go here
https://gametechmods.com/?do=Ra2_Components
and download "
Combo AI & SZ
* Unhides AI components" and replace the Components.cfz in your main RA2 folder. (or just click the link I just posted, but you will miss seeing all the other downloads)
