Sounds like an issue with the machine you're using. Almost as if you're overworking it.
Import/Export works MUCH quicker if you Pause the game before you do, I've found. Try running the game while it's Paused, and see if that quickens it up. But it does sound like an overworked CPU to me, what specs does your computer have?
Rule number one. Never trust anything made by Samsung xDBOT: That's decent specs. It's not like your compy isn't any good or anything...

Do you know how to go into your task manager and see if the resources are being pushed too hard? I'm asking first because I don't want to type it all out if you already know. :P

Go into the task manager (if you know how to do that :P) and go into 'Processes' and look for the game and see how much CPU it's using.

With that you can do what Ty said... check the CPU usage of RA2 as well as the memory usage as well. What is also handy about that, is you can see which programs are using a ton of memory or processor resources. If you are running a program that is taxing your machine and not leaving enough resources for RA2 you can nail the culprit and turn it off. Be careful though, don't turn off anything that is vital to your machine. But you can shut down commonly taxing programs like Skype or poorly coded chat programs to free up resources for RA2.
