I bought this game when it came out a loooooong time ago. I even had the previous Robot Arena. I used to post here all the time, like 8-10 years ago. I noticed the forums changed (again).
Can people still play it online? I'm really tempted to boot this up after seeing the community still involved here.

Yes, though it is a lot easier with hamachi.

Oh and to answer the title:
Short answer: No.
Long answer: Nope.
It's so bad to the point that in order to have challenges between our bots we AI (artifical intellegence) them so that the computer plays it. Then a third person downloads the two bots and video tapes the (local) match and puts it online.
Reason: online gameplay hasn't been implemented well by the makers of RA2 and lags so bad it's unplayable.

Welcome back. Its always good to see people returning to RA2.
Online multiplayer is not so great in terms of performance but it is still quite enjoyable. The games don't exactly synchronize everything during gameplay. The host usually experiences little to no lag but the same can't be said for his opponent who experiences anything from little to unplayable amounts of lag.

Sorry for the long delay in response.
I think the idea of creating an AI to do your battling sounds actually sounds pretty interesting though. How creative can you get when it comes to AI?
I remember trying RA2 online a long time ago. I guess not too much changed. Shucks. I'm surprised nobody has tried to make something like this game since then.

Depends on what you want to do.
The expert modders (Click, Philetbabe, Madiaba, am I missing anyone?) made a bunch of custom AI's that accomodate a lot of weird weapon types. To name a few things you can do with it; multiple weapons that fire seperately, FrenZy style hammers, pincers and crushers that sort of work, axes mounted on rotating turrets, and srimechs.
