Is it possible to take every ai pack, and put them all into one big huge game using the 2.2? Or does this cause problems?

theoretically yes but mods in RA2 use a wide variety of different components (metas) that are all balanced very differently and do not work well in tandem with each other. So while theoretically the AI packs could be combined, you would also need to combine all the different component packs together as well. the result would be a very buggy mess where some components may not work at all and crash the game, and some bots would be ludicrously overpowered compared to others since they werent designed with the same balance in mind.

I recall someone doing this for 2.1.  Or maybe it was stock.  Can't remember the details.

It would be messy for DSL 2.2 because most IRL builders use unofficial (at the moment) mods, while standard builders stick to stock DSL.

However, 2.3 will make some of those mods official so in theory, you could have every AI pack at once.

The bigger problem is that when individual AI packs are updated, it would be a huge pain to update them in the everything-pack.

It's possible to combine AI pack. Just combine the bindings, bots, and teams. You'll have to reorder the teams.
