No one's stopping you.  I built Herr Gerpounden 5-6 years ago and being the third one to do so at the time.

It would be illegal.. due to custom made twm drive.. one that is in kronic.. the weight though.. can be tuned down.. just to put crappier armor (10 steel)
It is not illegal as far as i know no country or overstate organization has a law about using custom made robot arena 2 bots in a tournament.
However it might be against the tournaments rules.

Ot:i don't really do anything productive these days...

It cant self right (beta servo motor too weak to self right) so i had to make flipper out of top part of shell..

Not to be out-done, here's some stuff for my BBAI modpack:
Blade Runner

I added a secret, invisible 3rd wheel near the front so that he can spin a LOT faster. It's driven by a small cheat motor concealed withing the arm of his pickaxe. It performs much like the real one.
Scrap Daddy LW55

Still not fully tested yet. Still looks good. I went a little crazy making sure every small bit was accurate. (Even the blue plastic bin thing is there, at the back.
